    Photo not working? Three fixes.
    1. Lay the page flat on a table instead of holding it.
    2. Turn the flash off. Flash glare is the number one reason a letter cannot be read.
    3. Photograph every page, including the back. Your appeal deadline is usually printed on the last page or the reverse.
